To display the time permanently, go to the setting above and set "Screen lock" to "Deactivated" (which is also the default setting).
It is currently not possible to display the time in the device's lock screen - it's not possible

Android users owning a Chromecast stick, can transmit the device screen using Chromecast (which is not possible with Apple devices).
